This position is located within Nursing Services at the Martinsburg VA Medical Center. The VA Medical Center is located in the heart of West Virginia's Eastern Panhandle on 175 acres in historic Berkeley County. The Medical Center offers a comprehensive range of services, including inpatient medicine, surgery, mental health, a 178 bed long term care facility, and a 312 bed Domiciliary. Outpatient services include Primary Care, Mental Health, Ambulatory Surgery and clinics for rehabilitation, women's health, audiology and speech, prosthetics, and dental. Patient Care is provided through an integrated primary care concept, and each veteran is assigned to a team of health care providers who follow the patient's care both as an inpatient and an outpatient. The Medical Center has a service area of nearly 130,000 veterans in West Virginia, Maryland, Virginia, and Pennsylvania.

The ARNP is a registered nurse who has completed the necessary educational preparations in order to: engage in primary health care decision making; obtain advanced competencies a! nd skills for assessing physical and psychosocial health/illness status! of individuals, families and groups; promote health maintenance and protection against disease; and, manage the care of geriatric patients/clients within the scope of preparation and accountability.
Role responsibilities and accountabilities include demonstration of knowledge and skills necessary to provide care appropriate to the age-related needs of patients served in the assigned area of practice. This knowledge includes understanding changes associated with aging and principles of growth and development relevant to the adult and geriatric population.
The ARNP is accountable for primary care of a specific group of patients assigned to the Home Based Primary Care Program. These patients include: stable patients with identified rehabilitation needs; stable patients awaiting nursing home or other community extended care placement or assistance; or stable patients requiring follow up or health care maintenance.
Duties/tasks include, but are not! be limited to:
1) Coordinates the admission to, transfer from and discharge of Home Based Primary Care patients
assuring that patient testing, history and physical exams, discharge planning and education are
completed in a timely manner.
2) Coordinates and is responsible for the medical management of the previously mentioned patients,
within the limits of established protocols.
3) Serves as a consistent overseeing clinician enhancing continuity of care for geriatric patients while
fellows are rotating through the service.
4) Continuously reviews and revises patient care based on clinical findings and assessment while
following approved clinical protocols and privileges.
5) Develops protocols or clinical pathways to standardize care for the HBPC patient to expedite patient
processing and care delivery.
Triages patient/family/agency telephone calls regarding patient car! e issues for the HBPC patient to expedite timely resolution and address! early patient access to clinicians as appropriate.
Serves as an agent of the supervising physicians regarding prescriptive authority. Prescriptive authority will be delineated within the ARNPÂ's individual scope of practice.
QUALIFICATIONS REQUIRED:
Citizen of the United States.
Must be proficient in spoken and written English.
Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE).
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. In cases of graduates of foreign schools of professional nursing, possession of cur! rent, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.
A nurse practitioner must be licensed or otherwise recognized as a nurse practitioner in a State, possess a masterÂ's degree from a program accredited by the NLNAC or CCNE, and maintain full and current certification as a nurse practitioner from the American Nurses Association or another nationally recognized certifying body.
Applicant's education and length of nursing practice (experience) will be considered by a Nurse Professional Standards Board in determining the grade and salary of the applicant selected. Experience as a Advanced Registered Nurse Practitioner will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstra! te essential core competencies for VHA Nursing Personnel. The criteria ! are as follows: Practice: practice, ethics and resource utilization, Professional Development: performance, education/career development, Collaboration; collaboration, collegiality, Scientific Inquiry: quality of care, research.
Education/Experience Requirements:
Nurse II - Master's degree in nursing or related field with BSN or bachelor's degree in a related field and approximately 1-2 years experience or Doctoral degree in nursing or meets basic requiremetns for appointemnt and has doctoral degree in related field.
Nurse III - Master's degree in nursing or related field with BSN or bachelor's degree in a related field and approximately 2-3 years experience or Doctoral degree in nursing or related field and approximately 2-3 years experience.
Special consideration will be given for those with Mental Health and Internal Medicine experience.
