Facility Information: The Federal Correctional Institution (FCI) Gilmer in Glenville, West Virginia, is a medium security facility housing male offenders. An adjacent satellite prison camp houses minimum security male inmates.

FCI Gilmer is located in central West Virginia, 85 miles northeast of Charleston and 150 miles from Pittsburgh, Pennsylvania.

Judicial District : Northern West Virginia

Basic Scope of Work: The Dental Assistant will assist the dentist to help inmates in attaining and maintaining optimal dental health by providing dental services, to include promotion, prevention, assessment, intervention, and treatment with follow up care.

Services inc! lude but are not limited to :
Assists Dental Officer i! n dental specialty sections restorative, oral surgery, periodontics, prosthetics, and examinations.

A. Retrieve patients' records and escorts patients to proper dental specialty section; seats and prepares patient for attending Dental Officer;assists Dental Officer by preparing dental instruments, essential materials, drugs and medications; passes instruments, retracts tissues, irrigates oral cavity, and operates aspirator; observes patients' responses, and assists patient for dismissal from Dental clinic; gives instructions for subsequent dental appointments; makes necessary entries on dental treatment records; prepares dental treatment room for next patient; assists in the treatment of emergency cases.

B. Maintains dental equipment; cleans, sharpens, and sterilizes instruments; performs daily inspection of equipment, and makes minor repairs; reports defective equipment, or utilizes corrective action.

C. Uses dental hand instruments, mechanical i! nstruments (including ultrasonic), oral hygiene aids and prophylaxis paste to provide necessary oral prophylactic services; prepares entries for patients' records; selects and applies medication in proper portion and anticariogenic agents to surfaces of teeth; applies medication prescribed by a dental officer to gingiva to promote healing.

D. Fabricates and repairs dental prosthesis and appliances under supervision; performs procedures pursuant to fabrication and repair of complete denture prosthesis and removable partial prosthesis, using acrylic resins and porcelain as basic materials;

E. Takes radiographs of patients using standard dental radiographic, panelipse, cephalometric, and transcranial equipment; obtains diagnostic quality periapical, occlusal, lateral, jaw, TMJ, and panographic radiographs; correctly positions patient and film and determines level of radiation intensity to minimize radiation exposure of patients;

F. Develops, fixes, w! ashes, and dries radiographic films using automatic developing units.
G. Performs and interprets four (4) quality assurances on a schedule basis on radiographic and developing equipment and safelight; and is responsible for maintaining proper infection control procedures in radiographic techniques; and sterilizes contaminated biological waste of dental clinic several times a day;

H. Specific directions related primarily to unusual treatment concerning emergency professional therapy are given by the attending dentist who explains changes in professional dental procedures that are available to resolve such problems, and render advice as needed. Guidelines consist of applicable professional practices and specific written and oral instructions;

I. Services are not professional in nature, although special training and education are desirable for optimum performance of these duties;

J. Services will be unsupervised in nature; however, due to the nature of the services provided, some direction will be provided by t! he Chief Dental Officer. Services shall be monitored by the assigned Contracting Officer's Representative. Contractor shall utilize his or her own methods of delivering the required services.

K. Expanded duties will include placing and finishing dental restorations, including bases and liners. Making primary impressions

and pouring of the casts. Tooth shade selection for composite restorations and dentures.

Work Schedule: The Dental Assistant will normally work 30 hours per week. Normal work week is from Monday through Friday, excluding federal holidays. Work hours will normally be from 6:00am to 4:00pm, with a 30 minutes unpaid lunch break.

Due to the nature of the correctional setting, delays in performance of work may be expected. Such delays may include but are not limited to inclement weather, fog, electrical or mechanical problems or other security matters. If the Dentist is not authorized entry because of an institution cris! is, fog or other unusual circumstance, the Government's liability will ! be limited to a one (1) hour drive time for the day the circumstance occurred.

Period of Performance: The base period of performance is for 12 months and may be extended, upon acceptable performance and all necessary state reviews and approvals.

Position Requirements/Qualifications :
License/Certifications:
Must have a current Dental Assistant license/certification in West Virginia.
Dental radiology certification is desired.
Must be certified in Cardiopulmonary Resuscitation (CPR), in accordance with the American Red Cross or American Health Association.

Education: Must have graduated from an accredited Dental Assistant program.

Required Experience: Must have at least one year of experience within the past three years.

Language Skills: Must speak English proficiently.

Citizenship Requirement: Must be a citizen of the United States or a Permanent Resident (G! reen Card holder).

The following investigative procedure will be applied and appropriate forms completed BEFORE an individual is permitted inside an institution.

1. National Crime Information Center check (NCIC)

2. DOJ -99 (name check)

3. FD-258 (finger print check)

4. Law enforcement Agency check

5. Vouchering of Employment over the past five years.

6. Resume/personal Qualification.

7. OPM 329-A (Authorizing for release of information)

8. NACI check (if Applicable)

9. Drug Urinalysis test.

Background check can take several weeks to be completed.
