This position is located! within Nursing Service at the Martinsburg VA Medical Center. ! The VA Medical Center is located in the heart of West VirginiaÂ's Eastern Panhandle on 175 acres in historic Berkeley County. The Medical Center offers a comprehensive range of services, including internal medicine, ambulatory surgery, audiology and speech pathology, dental, nursing home, nutrition, podiatry, prosthetics, womenÂ's health, mental health, and rehabilitation medicine. Patient Care is provided through an integrated primary care concept, and each veteran is assigned to a team of health care providers who follow the patientÂ's care both as an inpatient and an outpatient. The Medical Center has a service area of nearly 130,000 veterans in West Virginia, Maryland, Virginia, and Pennsylvania.

Primary Care and Mental Health care are provided at these Community Based Outpatient Clinics. KEY REQUIREMENTS

English Language Proficiency required. DUTIES:
The Registered Nurse for the Psychosocial Rehabilitation and
Recovery Center (PRRC) will be responsible for facilitating the fulfillment of
the Martinsburg VAMC mission, vision, and values. PRRC is a mental health
outpatient program designed to provide clinical services to Veterans suffering
from a serious and persistent mental illness! . It is a recovery-based program
that operates with the philosophy ! that everyone has the capacity to learn,
grow, and achieve personal goals. The PRRC runs Monday through Friday, 8:00 to
4:30. The PRRC program provides group
learning sessions daily throughout the day and on an individual basis as well.
The PRRC RN is responsible for facilitating some of these group sessions. Fostering education and guidance in the area
of wellness is part of this program. Illness management and recovery groups
will fall into the area of the PRRC Registered Nurse, who will give a variety
of activities focused on wellness programming, to include mind, body, health
groups and the Metabolic Wellness group. PRRC will utilize a nurse to be the
primary provider for medical triage (i.e., blood pressure checks, weight and
also medication compliance issues). He/she will be responsible for providing
consistent high quality, customer-focused, cost effective care to a specific
patient population of Mental Health patients.! He/she will ensure compliance with the
standards of nursing practice, with all applicable local, community, VISN, or
National Professional statutes. They will adhere to Joint Commission regulations,
performance measures and all standards related to Mental Health. In
collaboration with the PRRC team this RN will participate in the development
and implementation of educational offerings related to performance measures
within Mental Health. In addition, he or she will actively participate in
Martinsburg, VAMC ad hoc, nursing, performance measure or health care
committees as well as local/community and/or national organizations. He or she
will also validate and/or improve practice on the basis of research-based
knowledge as well as use research findings in the development of Mental Health
policies and procedures and guidelines.
QUALIFICATIONS REQUIRED:
Citizen of the United States.
Graduate of a school of prof! essional nursing approved by the appropriate State-accrediting agency a! nd accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE).
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia . In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.
Must be proficient in spoken and written English .
Minimum of 3 years of current mental health nursing practice experience required.
BSN required.
MSN or related masters preferred. Applicant's education and length of nursing practice (experience) will be considered by a Nurse Professional Standards Board in det! ermining the grade and salary of the applicant selected. Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel. The criteria are as follows: Practice: practice, ethics and resource utilization, Professional Development: performance, education/career development, Collaboration; collaboration, collegiality, Scientific Inquiry: quality of care, research.
Education/Experience Requirements:
Nurse II - A BSN with approximately 2-3 years of experience, or ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 2-3 years experience or a Master's degree in nursing or related field with a BSN and approximately 1-2 years experience, or a Doctoral d! egree in nursing or meets basic requirements for appointment and has do! ctoral degree in a related field with no experience.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years experience or Doctoral degree in nursing or related field and approximately 2-3 years experience.
