The University of Southern California (USC) Finance Division – USC Payroll Services is seeking an exceptional Payroll Specialist to join its team!
About the Opportunity
Reporting to the Payroll Supervisor, the Payroll Specialist is accountable for performing a wide variety of tasks related to the set-up, processing, taxation, preparation, direct deposit and delivery of payroll checks and stipend checks for nonresident alien students. Serves as a liaison to assigned schools and units.
The Payroll Specialist is accountable for the following:
Provides service to assigned schools and units. Answers policy and procedure questions. Investigates and resolves complex payroll problems according to FSLA, California State Wage and Labor Code, INS and IRS regulations, and university policies and procedures. Trains HR/Payroll Analysts in the field on the use of on-line applications as needed.
Performs on-line processing of payroll check requests and distributes all monthly and bi-weekly payrolls to schools and units. Processes termination documents and final checks. Pulls checks and advice slips for special routing or handling.
Sorts, prioritizes, reviews for accuracy and processes incoming payroll/personnel documents.
Audits I-9 documents to ensure compliance with Immigration Reform and Control Act (IRCA) requirements. Follows up on problem I-9's, notifies school and unit coordinators and Senior Business Officers of all I-9 violations.
Prepares and processes payroll documents for nonresident aliens in accordance with Federal INS and IRS regulations. Updates system according to tax treaties and keeps schools and units informed of all tax treaty changes.
Requests, tracks and processes Glacier paperwork for nonresident alien faculty, staff, and students including those receiving non-qualified scholarships. Updates the payroll system with Glacier details to ensure proper reporting for calendar year end issuance of Form 1042S and W-2’s.
Processes new-hire packages, exceptions, transfers and promotions. Inputs information to online system to establish taxation status. Researches missing documentation or discrepancies.
Reviews departmental on-line hand drawn checks for compliance to university policies and procedures prior to check signature.
Assists with College Work Study (CWSP) Certification process.
Maintains records and statistics for all general payroll processes (e.g., IRCA, direct deposit, stop payments, bank reconciliations). Maintains and updates the Payroll User's Guide and distributes to all User Guide owners.
Prepares periodic reports for management on matters such as the number and nature of problems with returned documents.
Performs other related duties as assigned or requested. The university reserves the right to add or change duties at any time.
Job Qualifications
The ideal candidate for the position of Payroll Specialist meets the following preferred requirements:
Bachelor's degree preferably in accounting, finance or similar field
At least 2 years of professional work experience in a professional setting
Payroll-related accounting experience
Demonstrated proficiency with the use of computing technology and is adept at leveraging digital tools and platforms; functional / technical learning
Knowledge of University financial systems (i.e. Workday Timekeeping/Payroll)
Computer fluency in Microsoft Office Products
Experience with and a dedicated commitment to delivering unparalleled customer service and satisfaction; strong interpersonal and communication skills
Proven ability to effectively work collaboratively within a team and exhibits strong team-player attributes
Strong aptitude for comprehending complex processes, coupled with the ability to work independently while excelling in critical thinking and problem-solving
Demonstrates a keen attention to detail and exhibits exceptional organizational skills
Proficient in establishing and upholding confidentiality, integrity, and trust
All candidates for the position of Payroll Specialist must meet the following minimum requirements:
High school or equivalent level of education
2 years of experience; however, combined education/experience as a substitute for minimum experience
Payroll or general office expertise
Demonstrated interpersonal skills
The hourly rate range for this position is $28.42 - $32.58.
