This position is located within Nursing Service at the Martinsburg VA Medical Center. The VA Medical Center is located in the heart of West Virginia's Eastern Panhandle on 175 acres in historic Berkeley County. The Medical Center offers a comprehensive range of services, including inpatient medicine, surgery, mental health, a 178 bed long term care facility, and a 312 bed Domiciliary. Outpatient services include Primary Care, Mental Health, Ambulatory Surgery and clinics for rehabilitation, women's health, audiology and speech, prosthetics, and dental. Patient Care is provided through an integrated primary care concept, and each veteran is assigned to a team of health care providers who follow the patient's care both as an inpatient and an outpatient. The Medical Center has a ser! vice area of nearly 130,000 veterans in West Virginia, Maryland, Virginia, and Pennsylvania.

The Nurse Practitioner for! the Psychosocial Rehabilitation and Recovery Center (PRRC) will be res! ponsible for facilitating the fulfillment of the Martinsburg VAMC mission, vision, and values. PRRC is a mental health outpatient program designed to provide clinical services to veterans suffering from a serious and persistent mental illness. It is a recovery-based program that operates with the philosophy that everyone has the capacity to learn, grow, and achieve personal goals. The PRRC runs Monday through Friday, 8:00-4:30. Staff in the PRRC runs groups throughout the day each day, as well as see patients on an individual basis. Fostering education and guidance in the area of wellness are part of this program as well. An advance practice nurse will enable both referrals to primary care when indicated, as well as minor adjustments in psychotropic dosages in the seriously mentally ill. Illness management and recovery groups will fall into the arena of the Advance Practice Nurse, who will give a variety of activities focused on wellness programming, to include mind, body, ! health groups and the Metabolic Wellness group. PRRC will utilize an advance practice nurse to be the primary provider for medical triage (i.e., blood pressure checks, weight and also medication compliance issues). The mid-level in this position will be a skilled health care provider who utilizes critical judgment in the performance of comprehensive physical and psycho-social status assessments, differential diagnosis and ordering of diagnostic tests of adult patients for evaluation. He/she will be responsible for providing consistent high quality, customer-focused, cost effective care to a specific patient population of Mental Health patients. This NP will perform at an advanced level of nursing practice characterized by increased complexity of clinical decision-making. The NP will work autonomously and with the interdisciplinary team as a resource and consultant. They will ensure compliance with the standards of advanced nursing practice, with all applicable local, commun! ity, VISN, or National Professional statues. They will adhere to Joint ! Commission regulations, performance measures and all standards related to Mental Health . This NP will participate in the development and implementation of educational offerings related to Performance Measures within Mental Health. In addition, he or she will actively participate in Martinsburg VAMC ad hoc, nursing, performance measure or health care committees as well as local/community and /or national organizations. He or she will also validate and/or improve practice on the basis of research-based knowledge as well as use research findings in the development of Mental Health policies and procedures, and guidelines. QUALIFICATIONS REQUIRED:
Citizen of the United States.
Must be proficient in spoken and written English.
Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The National League for Nur! sing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE).
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.
One to two years of experience as a Psychiatric Mental Health Practitioner required.
Must be certified in Psychiatric Mental Health as a Nurse Practitioner at time of application submission. There are no exceptions.
A nurse practitioner must be licensed or otherwise recognized as a nurse practitioner in a State, possess a masterÂ's degree from a program accredited by the NLNAC or CCNE, and maintain full and current certification as a nurse pra! ctitioner from the American Nurses Association or another nationally re! cognized certifying body.
Applicant's education and length of nursing practice (experience) will be considered by a Nurse Professional Standards Board in determining the grade and salary of the applicant selected. Experience as a Advanced Registered Nurse Practitioner will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel. The criteria are as follows: Practice: practice, ethics and resource utilization, Professional Development: performance, education/career development, Collaboration; collaboration, collegiality, Scientific Inquiry: quality of care, research.
Education/Experience Requirements:
Nurse II - Master's degree in nursing or related field with BSN or bachelor's degree in a! related field and approximately 1-2 years experience or Doctoral degree in nursing or meets basic requiremetns for appointemnt and has doctoral degree in related field.
Nurse III - Master's degree in nursing or related field with BSN or bachelor's degree in a related field and approximately 2-3 years experience or Doctoral degree in nursing or related field and approximately 2-3 years experience.
Special consideration will be given for those with Mental Health and Internal Medicine experience.
